major app speedup moved the wsgi creation to app globals, in order to make it run only once.
little config changes.

This file is for you to describe the pylons_app application. Typically
you would include information such as the information below:

Installation and Setup
======================

Install ``pylons_app`` using easy_install::

    easy_install pylons_app

Make a config file as follows::

    paster make-config pylons_app config.ini

Tweak the config file as appropriate and then setup the application::

    paster setup-app config.ini

Then you are ready to go.
