make-release: cleanup and fix bitrot

Try to make the build process more stable and maintainable.

So far, this leaves a problem with node_modules/bootstrap/ and
kallithea/public/css/style.css missing from the release .tar.gz .

# requirements.txt file for use as "pip install -r requirements.txt" as a
# readthedocs compatible alternative to "pip install -e ." which is a working
# alternative to "setup.py develop" which doesn't work with Mercurial 3.7
