setup: really support latest Beaker version (1.8.1) after 5a5bab2b773c

Also, bump the minimum version to 1.7.0 to fix a failure with older Beaker versions;
8377f2bfb88f assumes https://github.com/bbangert/beaker/commit/5bf56a5cbcbe61454cfcfd6d80f05949c74177ad
so the expire value is converted to a string as the documentation suggests.
